Oliver Healthcare Packaging Reaffirms Commitment to Malaysia’s Pharmaceutical and Medical Devices Ecosystem with 122,000-Square Foot Manufacturing Facility

Johor, Malaysia, 29 December 2023 – Oliver Healthcare Packaging (“Oliver”), a leading supplier of sterile barrier flexible packaging solutions to the global healthcare market, has commenced construction of its new manufacturing facility in the state of Johor, Malaysia. The facility is Oliver’s first plant in Malaysia, and the largest in Asia.

In February of this year, the company broke ground on their new 122,000-square foot manufacturing facility, which is located within the i-Tech Valley, an integrated industrial park in the established economic zone of Iskandar Puteri, Johor. The plant, expected to begin operations by end-2024, will help develop Malaysia’s medical devices ecosystem through the supply of innovative flexible packaging solutions for Asia-Pacific’s rapidly growing healthcare industry.

Kementerian Pelaburan, Perdagangan dan Industri (MITI) telah mewujudkan Pusat Memudahcara Pelaburan Malaysia atau Invest Malaysia Facilitation Centre (IMFC) yang bersifat sebagai pusat sehenti bagi hal-hal berkaitan pelaburan di Ibu Pejabat Lembaga Pembangunan Pelaburan Malaysia (MIDA), untuk memudahcara urusan komuniti perniagaan dan para pelabur dalam sektor perkilangan dan sektor perkhidmatan terpilih.

IMFC merupakan penambahbaikan kepada pusat khidmat nasihat sedia ada di MIDA dan penubuhannya secara fizikal adalah bertujuan untuk mempercepatkan pelbagai proses kelulusan termasuk memberi khidmat rundingan serta nasihat sekaligus mengurangkan kerenah birokrasi dalam penyampaian perkhidmatan awam, selaras dengan saranan YAB Dato’ Seri Anwar Ibrahim, Perdana Menteri Malaysia; keputusan Majlis Jemaah Menteri pada 3 November 2023; dan aspirasi ekonomi MADANI untuk memudahcara perniagaan khususnya investor’s journey di pelbagai peringkat.

Berdasarkan keadaan semasa, perkhidmatan rundingan serta memudahcara yang dilaksanakan secara fizikal dan bersemuka ini bakal memberi kesan serta impak yang positif, selain dapat meningkatkan keyakinan para pelabur dan pemain-pemain industri.

Inisiatif untuk mengumpulkan pelbagai kementerian dan agensi Kerajaan serta pelbagai kemudahan di bawah satu bumbung ini juga merupakan langkah penting dalam mendokong hasrat Pelan Induk Perindustrian Baru (New Industrial Master Plan) 2030 yang berteraskan Aspirasi Pelaburan Nasional (National Investment Aspirations) untuk menjadikan Malaysia sebagai destinasi pelaburan mesra pelabur dan mesra perniagaan yang terunggul di rantau ini.

Pelaksanaan IMFC ini akan dijayakan berdasarkan konsep seluruh-Kerajaan (whole-of-government) dan akan disokong secara langsung oleh beberapa kementerian dan agensi yang berkepentingan, iaitu:

  • Jabatan Kastam Diraja Malaysia (JKDM);
  • Jabatan Imigresen Malaysia (JIM);
  • Lembaga Hasil Dalam Negeri Malaysia (LHDNM);
  • Jabatan Tenaga Kerja (JTK);
  • Suruhanjaya Komunikasi dan Multimedia Malaysia (SKMM) dan Syarikat Telekomunikasi;
  • Tenaga Nasional Berhad (TNB); dan
  • lain-lain kementerian dan agensi tertakluk kepada keperluan semasa.

MITI dan agensinya MIDA mengambil langkah proaktif untuk melaksanakan pembaharuan dan penambahbaikan yang berterusan bagi menyediakan perkhidmatan yang efektif dan efisien kepada para pelabur dan komuniti perniagaan dalam sektor perkilangan dan sektor perkhidmatan terpilih di Malaysia. MITI juga komited untuk menambahbaik kemudahan serta fasilitasi sedia ada di bawah MIDA dalam usaha untuk memudahcara pelaburan.

Salah satu inisitiatif sedia ada di bawah MIDA adalah penubuhan Pejabat Pelaksanaan Projek dan Fasilitasi (TRACK) pada tahun 2020. TRACK merupakan platform pemudahcara bagi kesemua projek pelaburan yang diluluskan oleh Jawatankuasa Nasional Mengenai Pelaburan (NCI) dalam memastikan projek-projek yang diluluskan dapat dilaksanakan dalam tempoh yang ditetapkan. Sejak penubuhan TRACK, kadar peratusan pelaksanaan projek-projek yang diluluskan telah meningkat melebihi 80 peratus, bagi tempoh Januari 2016 hingga Jun 2023.

Melalui inisiatif sedia ada TRACK dan penubuhan IMFC secara fizikal, MITI yakin Malaysia akan kekal sebagai destinasi pelaburan terpilih untuk syarikat-syarikat global dunia; menyediakan peluang pekerjaan berkemahiran dan berpendapatan tinggi kepada rakyat, seterusnya menerajui dan merancakkan pembangunan ekonomi, serta kemakmuran negara.

The Malaysian Investment Development Authority (MIDA) is currently in the process of gathering information related to the Manufacturing Licence (ML) thus inviting all companies approved with the ML to participate in the online survey.

The survey can be accessed from 1 November 2023 until 31 December 2023 and will take less than 5 minutes to complete. The information obtained will be used to plan, formulate and implement the way forward policies for the purpose of national development and the interest of the industry in the future.

Companies with multiple licences will need to fill up the survey once only and information on the approved location and approved products will be based on the company’s main core location and product.

Kuala Lumpur, California, 15 November 2023 – Enovix Corporation (“Enovix”) (Nasdaq: ENVX), an advanced silicon battery company, will establish its first high-volume manufacturing facility (“Fab2”) in Malaysia. This marks a significant milestone in the company’s global expansion strategy. Further to the initial announcement in August 2023, Enovix declared today that the company will invest a total of RM5.8 billion (USD1.2 billion) in Malaysia over a period of 15 years, which includes the first manufacturing line amounting to RM315 million (USD70 million), which will co-partner with YBS International Berhad.

The company’s investment plan was disclosed to YAB Prime Minister, Dato’ Sri Anwar Ibrahim, during a one-on-one meeting, held at the sidelines of the Asia-Pacific Economic Cooperation (APEC) Leaders’ Week 2023, in San Francisco, USA. The meeting was facilitated by the Ministry of Investment, Trade & Industry (MITI) and its agency, Malaysian Investment Development Authority (MIDA). Also in attendance were the Minister of MITI, YB Senator Tengku Datuk Seri Utama Zafrul Aziz, Mr. Ajay Marathe, Chief Operating Officer of Enovix, YBhg. Datuk Wira Arham Abdul Rahman, CEO of MIDA, as well as senior representatives of MITI and MIDA.

The MITI Minister and senior officials of the Malaysian Investment Development Authority (MIDA), extended a warm welcome to Enovix for selecting Malaysia as the location of choice for the company’s business expansion.

Petaling Jaya, 14 November 2023 – MyPlast Sourcing Summit 2023, an inaugural event held for the plastics industry, was successfully organised by the Malaysian Investment Development Authority (MIDA) and the Malaysian Plastics Manufacturers Association (MPMA) at the One World Hotel, Petaling Jaya, Selangor today. This pivotal event served as a dynamic platform to facilitate collaboration between Small and Medium Enterprises (SMEs) and Multi-National Companies (MNCs), catalysing growth and fortifying the local plastics supply chain ecosystem. The summit aimed to empower SMEs to adopt innovative approaches, thereby enhancing their plastic production capabilities, contributing significantly to the economy, and bolstering their competitiveness.

With a turnout of over 130 participants, the event brought together 10 MNCs and more than 20 plastics SMEs, including notable names like Texas Instruments Malaysia Sdn. Bhd., Nestle Manufacturing (Malaysia) Sdn Bhd, Thong Guan Industries Berhad and The Dow Chemical Company. Through initiatives like the MyPlast Sourcing Summit, MIDA and MPMA are committed to advancing the plastics industry to new heights in high-quality manufacturing, driven by advanced machinery, automation, and sustainable practices.  This not only reduces dependence on foreign labour but also minimises the industry’s carbon footprint, ensuring a more sustainable and resilient future.

He further added, “The MyPlast Sourcing Summit is undoubtedly an eye-opener for many plastics companies, as they would learn the exact requirements for supplying to the MNCs.”

Kuala Lumpur, 14 Oktober 2023 – Lembaga Pembangunan Pelaburan Malaysia (MIDA) menyambut baik cadangan Kerajaan Malaysia MADANI yang dibentangkan oleh YAB Dato’ Seri Anwar Ibrahim, Perdana Menteri pada Belanjawan 2024 semalam. Dengan pengumuman tersebut, Malaysia bakal menarik pelaburan lebih berkualti dan mampan dalam mengharungi ekonomi global yang kian mencabar. Kerajaan bertekad untuk terus mengembleng usaha menjadikan Malaysia sebuah destinasi pelaburan terpilih di rantau Asia Tenggara.

Datuk Wira Arham Abdul Rahman, Ketua Pegawai Eksekutif MIDA mengalu-alukan pengumuman belanjawan tersebut dengan menyatakan, “Dalam mengharungi ekonomi global yang kian mencabar, MIDA komited untuk memastikan Malaysia terus kekal menjadi destinasi pelaburan utama di rantau Asia Tenggara. MIDA mengalu-alukan dasar strategik dan pengenalan insentif cukai seperti yang digariskan dalam Belanjawan 2024 yang semestinya memupuk kestabilan iklim perniagaan untuk menarik lebih banyak Pelaburan Langsung Asing (FDI) dan Pelaburan Langsung Domestik (DDI), memecutkan peralihan ke arah ekonomi lestari berasaskan pengetahuan, selaras dengan NIMP 2030. Langkah ini selaras dengan visi kami untuk menarik pelaburan bernilai RM89 bilion menjelang 2025 di bawah Rancangan Malaysia Ke-12 yang bakal mengukuhkan ekosistem sektor perkilangan dan  perkhidmatan.”

Selain itu, MIDA juga menyambut baik pengumuman penubuhan Jawatankuasa Tindakan Penyelarasan Pelaburan dan Perdagangan (JTPPP) yang bertanggungjawab melaporkan secara terus kepada Majlis Pelaburan Negara yang dipengerusikan oleh Perdana Menteri Malaysia. Penubuhan Jawatankuasa ini yang dipengerusikan oleh YB Menteri MITI akan  dapat  menyelaras aktiviti pelaburan dan perdagangan dengan lebih berkesan, berkoordinasi dan holistik.

Pengumuman Kerajaan untuk melaksanakan kadar cukai efektif minimum di peringkat global (Global Minimum Tax – GMT) pada tahun 2025 dijangka akan memberikan impak positif kepada negara, mengekalkan keupayaan untuk menarik pelaburan baharu serta pelaburan sedia ada oleh syarikat multinasional. Ini juga akan memberi jaminan kepada para pelabur terhadap perancangan negara dalam pelaksanaan GMT.

Antara insentif yang diperkenalkan di bawah Belanjawan 2024, bertemakan Reformasi Ekonomi, Memperkasa Rakyat adalah seperti berikut:

  • Peruntukan sehingga 10 peratus daripada jumlah pelaburan NIMP 2030 sebagai pemangkin untuk memacu misi NIMP dengan dana permulaan 2024 sebanyak RM200 juta. Penyaluran peruntukan ini akan dapat menggalakkan pelaburan bernilai tinggi dalam sektor perkilangan dan perkhidmatan yang akan menjadi pemacu perubahan kepada lonjakan ekonomi negara dan menjadikan Malaysia lebih berdaya saing dari segi menarik pelaburan, dengan kesan limpahan positif kepada ekonomi terutamanya meningkatkan kedudukan syarikat Malaysia dalam rantaian nilai global dan menyediakan pekerjaan berpendapatan tinggi untuk rakyat.
  • Pendekatan insentif berasaskan keberhasilan dengan memberikan galakan cukai pelaburan semula bagi sektor yang telah dikenal pasti di bawah NIMP 2030 secara tiering sebanyak 70 peratus atau 100 peratus untuk tempoh 5 tahun bermula 1 Januari 2024 sehingga 31 Disember 2028. Usaha ini akan merancakkan syarikat untuk menjana ekonomi melalui pelaburan di dalam bidang berpertumbuhan dan bernilai tinggi dan seterusnya mewujudkan kluster ekonomi baharu, memperluas rangkaian domestik dan mengimbangi kelestarian ekonomi.
  • Galakan Cukai Hab Perkhidmatan Global dengan Insentif Kadar Cukai Pendapatan 5 peratus atau 10 peratus yang ditentukan berdasar keberhasilan untuk tempoh 10 tahun selaras dengan aspirasi Kerajaan di bawah NIMP 2030. Ini akan menggalakkan lebih banyak syarikat multinasional dan konglomerat tempatan menjadikan Malaysia sebagai pusat perkhidmatan global.
  • Pengkajian semula galakan cukai teknologi hijau. Inisiatif  ini adalah selari dengan Pelan Hala Tuju Peralihan Tenaga Negara (National Energy Transition Roadmap, NETR) yang dilancarkan baru-baru ini bagi memenuhi sasaran
  • Sumbangan Yang Ditentukan Negara (NDC) sebanyak 45 peratus pengurangan intensiti pelepasan GHG seunit daripada Keluaran Dalam Negara Kasar (KDNK) menjelang 2030. Ini adalah selaras dengan aspirasi nasional untuk menjadi sebuah negara yang inklusif, mampan dan neutral karbon menjelang 2050. MIDA akan meneruskan kerjasama dengan Kementerian dan agensi berkaitan dalam mempromosikan industri ini.
  • Merangka insentif cukai baharu bagi menggalakkan pelaburan dalam projek Carbon Capture Storage (CCS) dan Hydrogen Sulphide adalah sejajar dengan komitmen Malaysia ke arah karbon sifar bersih (net-zero carbon). Insentif cukai ini juga adalah selaras dengan Misi ke-3 di bawah NIMP iaitu Push to Net-Zero.
  • Pemberian pakej galakan cukai dalam bentuk kadar cukai khas atau elaun cukai pelaburan akan menarik minat pemain-pemain industri kimia dan petrokimia yang berteknologi tinggi dari dalam dan luar negara untuk melabur di Pengerang Integrated Petroleum Complex (PIPC), Pengerang, Johor. Selain meningkatkan FDI dan DDI, langkah ini dijangka membuka peluang pekerjaan berpendapatan tinggi, khususnya untuk generasi muda.
  • Pembangunan ekosistem yang lebih luas untuk kluster elektrik dan elektronik (E&E) di wilayah utara di mana Kerajaan akan membuka kawasan perindustrian berteknologi tinggi di Kerian, Perak Utara. Selain memberi limpahan ekonomi di kawasan Perak Utara, pembukaan kawasan perindustrian baharu ini akan memberi peluang kepada pemain-pemain Industri E&E sedia ada di Malaysia untuk menjalankan projek pembesaran di lokasi baharu. Selain itu, ia juga mampu menarik pelabur-pelabur baharu dari dalam dan luar negara untuk melabur di Malaysia yang mempunyai ekosistem industri E&E yang lengkap.

Peruntukan di bawah Belanjawan 2024 mencerminkan komitmen Malaysia dalam menyokong pertumbuhan ekonomi yang positif dan lestari. Inisiatif-inisiatif yang digariskan dalam  Belanjawan 2024 menyahut usaha dan peranan MITI dan MIDA yang kian penting dalam memperkukuhkan daya saing negara di peringkat ASEAN dan antarabangsa, serta memacu inovasi dan pertumbuhan ekonomi, memupuk landskap ekosistem sektor perkilangan dan perkhidmatan yang dinamik.
